Subject Matter Expertise

Expertise in national security policy, the use of national power in pursuit of national interests, strategy development and analysis, Fleet warfighting employment, naval strategy (coded Naval Strategist), security cooperation, and security assistance/foreign military sales.  Current SSBI (TS/SCI eligible).

National and Defense Security Policy

Experienced consulting and teaching in the use of national power elements (Diplomatic, Informational, Military and Economic) in pursuing national interests.  Service in three Geographic Combatant Commands: Security Assistance/FMS in Central Command, Fleet Theater Security Cooperation in the Indo-Pacific, and Naval Component Commander representative in European Command.  Experienced teaching National Security Decision Making/Security Strategies at the US Naval War College, Member of the senior UK war college, the Royal College of Defence Studies (RCDS).

War Gaming

Game designer, facilitator, analyst, data collector, observer, and participant – in military, government and commercial war games.

Publications

Published books, a number of articles, countless government documents, numerous winning proposals.  Books address the U.S. Navy and naval operational art / Fleet employment; representative articles address such diverse topics as war and national interests, the structure of the Navy, and Afghanistan policy.
